Board of Directors

Sgt. Anthony “Tony” Craigo serves as the Domestic and Sexual Violence Investigator with the Putnam County Sheriff’s Department and is an active participant in more than 20 other organizations throughout West Virginia.

Sgt. Craigo has an extensive background in law enforcement serving in roles that include trainer, educator and consultant for agencies at the local, state and national levels. Some of his professional areas of training and expertise include domestic and sexual violence, stalking, teen dating violence, elder abuse, investigation oversight for Violence Against Women Act (VAWA) crimes and more.

Sgt. Craigo takes a special interest in advocating for female victims of domestic and sexual assault crimes in our community. In recent years, he has been recognized for his work with advocacy and survivor service awards from Branches, Inc., the U.S. Attorney’s Office for the Southern District of West Virginia and the West Virginia Coalition Against Domestic Violence.

When asked what he most valued about Putnam County Health Department, Sgt. Craigo praised the pride and passion with which Putnam County Health Department employees execute their work for the community. “They exhibit a level of professionalism and integrity in their job that should make the citizens of Putnam County very proud.”

In his free time, Sgt. Craigo enjoys woodworking, fishing, farming, listening to music and participating in volunteer initiatives with his church.

Cindy Farley is a retired registered nurse and former Vice President of Business Development at Genesis Healthcare. Cindy is well-connected in the community and has an extensive background in-clinic healthcare, specializing in long-term geriatric care and community nursing.

In addition to her role as President of the  Putnam County Health Department Board of Directors, Cindy is a member of the Great Rivers Addiction Council and sits on the Board of Directors for Putnam County Aging, West Virginia Health Information Network and the West Virginia Geriatric Society. She has also served in leadership positions for political organizations that include the West Virginia Federation of Republican Women, Putnam County Republican Women and Putnam County Republican Club.

As a member of the board, Cindy says she is dedicated to ensuring that the Putnam County Health Department continues to be the place where Putnam Country residents can turn to for questions, concerns and suggestions related to public health and sanitation in the community.

In her spare time, Cindy enjoys knitting, reading, traveling and volunteering.

David L. Rossi serves as the active Administration and Maintenance Manager at Quality Woods Inc. located it Eleanor, West Virginia. He holds a Bachelor of Science Degree in Information Management from the WVU Institute of Technology and is specialized in project management, financial development and information technology – all of which are valuable assets for the growth of the Putnam County Health Department.

David is Chairman of the Midland Trail friends of NRA, the Charleston chapter of the National Rifle Association and is a regular donor for the American Red Cross.

In his time on the board, David says he has found a special appreciation for the watchdog role that Putnam County Health Department plays in keeping our community healthy and safe from water, sewage, and foodservice industry threats. He looks forward to seeing that work ensue for years to come.

His hobbies include spending quality time with his grandchildren, hunting, fishing and watching WVU sports.
